SAN DIEGO, November 1, 2026 — The Spay-Neuter Action Project received a $30,000 grant from The Brown Family Foundation to fund spay and neuter surgeries, microchips and vaccinations for 180 pets belonging to unhoused residents. The mobile surgical suite, known as the Neuter Scooter, will deploy at city-run CARE outreach events across the region.
The Barrier Between Pets And Housing
For unhoused residents, a pet is often a primary source of companionship and protection. But that bond creates a structural barrier: many transitional and permanent housing programs require animals to be spayed or neutered before accepting a tenant. Without access to affordable veterinary care, owners remain stuck on the streets. SNAP director Dorell Sackett said the grant creates an opportunity to help unhoused individuals and families care for their beloved pets while clearing a path toward shelter.
Mobile Surgery On The Ground
Licensed veterinarians perform the procedures inside the Neuter Scooter, a self-contained mobile surgical unit operated by SNAP. The vehicle parks at CARE events — Community Coordinated Access to Resource and Engagement — organized by the city of San Diego alongside county and nonprofit partners. On site, animals receive free health exams, cardboard carriers, deworming, flea-and-tick treatment, nail trimming, pain medication, recovery collars, simple hernia repairs and wound care. The model brings the clinic to the population rather than asking owners to navigate transport and appointment systems they often cannot access.
A Milestone In Low-Cost Access
This year SNAP will surpass 100,000 no- and low-cost spay and neuter procedures provided since 2003, a figure that includes dogs, cats and rabbits. The current grant targets 180 additional animals, each one representing a household potentially eligible for housing that was previously out of reach. The Brown Family Foundation funding covers the full cost of surgery, microchip implantation and core vaccinations for those pets.
